I have answers for your two questions below:
1. When you create an event do you have to manually create a product as well, or does that happen automatically or is it not needed?
When you create a ticket in the event it creates the product and sets everything up. You do not have to edit the product at all if you do not want too.
2. Can you manually add people to the event? For example, someone signs up and pays over the phone.
You could use WooCommerce Guest Checkout and add peoples information in over the phone for them from the front end of the site.
